Navarro ISD Earns Ninth Overall ‘Superior Achievement’ Rating from Texas Education Agency

GERONIMO, Texas – November 14, 2025 – The Texas Education Agency (TEA) officially announced today that Navarro ISD has achieved a rating of “A,” or Superior Achievement, under the School Financial Integrity Rating System of Texas (FIRST) for the 2024-2025 school year. This designation is the highest possible rating, reflecting the district’s exceptional financial management and operational practices.
Navarro ISD earned an impressive score of 94 out of a possible 100 points, marking the district’s ninth time overall—in the ten year history of the rating system—to earn this top achievement.
The FIRST system was established by the Texas Legislature to ensure that public schools are held accountable for the quality of their financial management and that they maximize the allocation of financial resources for direct instructional purposes. The TEA noted that 81% of school systems statewide earned the 'A' or Superior Achievement rating for the 2024-2025 period.
Navarro ISD’s Chief Financial Officer, Paul Neuhoff, credited the district's dedicated personnel for the continued success. “Earning a 94 out of 100 and securing our ninth overall 'Superior' rating is reflected in the dedication and rigorous financial management of our entire Business Office.” He further attributed the department's consistency to excellence in their “commitment to ensure every dollar is maximized for the benefit of our students and classrooms.”
Superintendent Dr. Mandy Epley emphasized the connection between financial health and student success. “The ‘Superior Achievement’ rating reflects more than just strong accounting; it reflects our commitment to financial discipline, which directly allows us to provide the maximum possible resources for direct instructional purposes,” stated Dr. Mandy Epley. “Navarro ISD is focused on fiscal responsibility as we continue to meet the needs of our growing district.”
