2024 Bond

One Bond, All Campuses

The bond is for $120,000,000 and will be used for various projects, including a new elementary school, a new athletic stadium, and new baseball and softball fields.In January 2024, Navarro ISD Board of Trustees announced a $120 million bond election held on May 4, 2024. The decision came after approving the recommendation of the Long-Range Master Planning Committee, consisting of 33 community members, parents, students, faculty, and staff. The committee’s work from November 2023 to January 2024 assessed the state of the district, demographics, areas no longer meeting current standards, financial impacts, and opportunities with current facilities. 

The $120 million bond was divided into three separate propositions to address:

Proposition A: Growth & Reinvestment - $73,700,000

  • New Elementary 2-5 Campus on New Site
  • Existing Elementary and Intermediate Refresh
  • Safety and Security Enhancements (Access Control, Video Surveillance, & Video Intercom)
  • Chiller Replacement at Existing High School
  • Drives and Parking
  • Project Contingencies
  • Jr High Remodel/Refresh/Expansion (Classroom construction, corridor/covered walkway, construction, paint, flooring, electrical)

Proposition B: New Athletic Stadium - $35,500,000

  • Football, Soccer, Track & Field Facilities (7,000 seating)
  • Concessions, Restrooms, and Field House

Proposition C: New Baseball & Softball Turf Fields, Tennis Courts, Restrooms, & Concessions - $10,800,000

  • New Baseball & Softball Turf Fields
  • Tennis Courts
  • Restrooms and Concessions

Navarro ISD is grateful for voters passing Proposition A, B and C.  Of the 859 votes cast, the results were:

  • Proposition A:  69.62% for and 30.38% against
  • Proposition B:  59.67% for and 40.33% against
  • Proposition C:  60.37% for and 39.63% against

Bond 2024 Updates

Athletics Complex

Significant progress has been made on the new athletic facilities. The concrete for the softball dugouts has been poured, and the baseball dugouts are now being formed. Piers for the structures are also being installed, and extensive earthwork is ongoing. To ensure student safety and traffic flow, we ask that all drivers be mindful of construction vehicles and keep Link Road clear of debris.

Parking, Drives and Playgrounds

Our team has also been working diligently to prepare the school grounds for the new academic year. In the days following "meet the teacher," we'll be focused on completing safety and security clean-up, with any remaining work scheduled after school hours to minimize disruption.

Chiller System

We are preparing to schedule a kickoff meeting for the new chiller system, with work planned to begin in January.

Navarro Elementary South

The Navarro South project is also moving forward; 50% construction documents have been released, and we are working with the construction team on estimates and scope review. We expect to bring the 100% documents to the board for approval in the next few months.

Junior High and Elementary Refreshes

The Request for Proposals (RFP) for the Junior High Refresh was released after the July board meeting. We have already completed one site walk and have another scheduled for tomorrow. Bids are due on August 28th.

For the elementary and intermediate refresh projects, we are collaborating with our architect to define a project scope that aligns with our bond budget. We will provide additional updates as this work progresses.

Drives, Parking & Playgrounds (Intermediate & Elementary Campuses):

The Elementary secure entry vestibule foundation was poured with the structural steel to be erected late July. Full dry-in is expected to be completed by July 25. The Intermediate drop-off canopy footings were also completed, and steel erection will also be installed.

The priority work right now is the front parking lots and drives, which are currently scheduled to be completed by August 8. The playground equipment is scheduled to be installed by August 28.

The newly reconfigured driveways at Navarro Elementary and Navarro Intermediate to safely move vehicle queuing off of Link Rd and connect parking lots between Navarro Annex, Elementary and Intermediate schools for improved flow allowing flexibility to be able to drop-off/pick-up at both campuses if needed without having to re-enter/exit onto Link Rd.

The new design will also increase parking.

Intermediate: 225 to 250 spaces

Elementary: 83 to 170 spaces

Deputies and campus administrators will be supporting drivers to navigate the new traffic patterns throughout the first week of school.

Athletics Complex

In Athletics we have received more permits. Excavation continues in the complex footprint for the Stadium, Visitor amenity, and Tennis areas are in progress. The Baseball/Softball fields are close to grade. Drainage work began, and box culvert installation is being installed at the east side of the property.

Junior High Refresh

The Junior High refresh project plans were approved by the board at the July meeting. An RFP will be released late July with work scheduled to begin in January.

Navarro South Elementary School:

The 50% Construction Documents are scheduled to be issued on August 8 with the pre-construction report and estimate update scheduled for September 8. Finishes and color selections are being reviewed with the district as the design details progress. The public infrastructure phase of permitting is currently scheduled to be completed by the end of August, with platting expected to be completed by the end of October.

Existing High School Chiller Replacement:

Currently working on procurement of all materials and equipment in preparation for construction to begin upon move-out of current high school (January 2026). The long lead-time new chillers and pumps ETA is currently scheduled for the end of December 2025, so right on schedule!

Athletics

Bearing the rain, progress continues on excavation, with softball excavated and build back underway. Excavation at the future baseball field is approximately half way through. Excavation at football has the top layer of existing soils about forty percent complete. City has issued comments, and we are processing them for the remaining Site Permit.

Parking, Drives and Playgrounds

Demolition of the existing Elementary and Intermediate drives & parking areas is complete, as well as deconstruction of canopies and playgrounds is almost complete. The contractor will continue excavating and completing the foundations for the new drop-off canopies and the new elementary secure vestibule.

Junior High Remodel/Refresh/Expansion

The architects presented a design development set of drawings, in which we are beginning to dive into the details of the flooring selections, graphic ideas, mechanical and electrical needs of expanding Building 500 classroom space. The refresh elements will create an inviting and modern look for our future junior high students and staff.

 

Intermediate and Elementary Campus Refresh Work is ongoing to develop the refresh programming and finalize the project scope for the Intermediate and Elementary campuses. We're actively working to align the project's scope with the available budget. The refresh is scheduled for summer 2027, strategically timed with the opening of Navarro Elementary South.

 

Navarro Elementary South

We will be receiving the Design Development (DD) Preconstruction Milestone Estimate from Bartlett Cocke and LPA on June 19. The City of Seguin permitting approval process continues, with the Public Infrastructure permitting expected to be complete in July.

Existing High School Chillers Replacement – The chillers are being procured to ensure arrival to coincide with the occupancy of the New High School and the Junior High Remodel/Refresh/Expansion project. The procurement of the HVAC Controls was approved by the board under the consent agenda.

 

Parking, Playgrounds and Drives

The job trailer has been set, permits have been issued, and construction started the week of May 25. To open the area for this work, we will move the elementary playground to the rear of the school, and the canopy will be reconfigured. A new secure vestibule will be added in the elementary as well. At the Intermediate campus, we will reconfigure the canopy, to open up the vehicle cueing and make upgrades to the existing playground equipment.

Refresh Projects - Elementary and Intermediate

Refresh projects consist of remodel, refresh, and utilizing existing spaces. Maximizing tax dollars, we are focusing on high traffic areas to include flooring, painting, graphics, and signage. The goal is to communicate fresh energy, school pride and a welcoming environment. As we approach school year Fall 2027, in opening Navarro South, we are focused on bringing design elements to the existing Intermediate building, which will be converted to a 2nd -5th grade campus. The existing elementary will become an Early Childhood Center, encompassing the existing annex building. We are reviewing current enrollments, project enrollments to intentionally design the buildings for the future students of Navarro ISD.

Refresh Projects - Current High School to New Junior High

At the Junior High we are converting the current Junior High Library into additional instructional space, due to the rapid growth in our District. Staff currently does not have a restroom in this building, we will use plumbing that was covered up at one time, and provide a new restroom. The MDF room is currently accessed thru the library, we will create a door opening to install a door in the hallway. We will also revitalize corridors in building 400, and throughout the main hallways in the current high school, which will include changing some of the lighting to LED fixtures. At the May Board of Trustees meeting, the board approved the design concept of the the refresh project.

Chiller Replacement - Current High School

The chiller replacement project will begin on site scope review meetings with teams this week. This work is scheduled to start in January 2026 when the campus is vacant, however due to the lead times in equipment, we are looking to get the chillers ordered quickly. 

 

Navarro Elementary South

We recently received the design development drawings, and working together with the contractor we are conducting milestone and constructability reviews. We will ensure scope and budget are in alignment. Public infrastructure drawings are in progress with the civil engineer, working hand in hand with the City of Seguin.

Board Approves GMP 3 for New Athletics Facility

The Board of Trustees were presented with and approved the third and final Guaranteed Maximum Price for the New Athletics Facility. GMP 3 included a breakdown of costs for Site and Drainage Work on the property in the amount of $3,945,349. This cost is lower from the original proposal of $4.5M.

 

Bartlett Cocke General Contractors and LPA Architects presented renderings of new facilities. The new stadium features a turf field, a section of premium stadium seating and grandstands, a home side field house to include coaching offices, varsity locker room, and a multiple purpose space. The visitor side will also have an amenities building featuring a versatile locker room space, that can serve all visitors from all sports, and office area. Both buildings will have ticketing, restrooms and concessions. The baseball land softball complexes will have tiered bleacher seating, turf, and covered batting cages.  The tennis facility will have 8 enclosed courts.

2024 Bond Projects Moving Steadily

The Chiller Replacement Project will kickoff in the next few weeks. After procurement of the chillers, the work is scheduled to take place when the current high school is vacant from January 2026 thru August 2026. While the building is vacant, we will refresh the campus for occupancy to become the new Junior High School. Projects include painting, branding, changing out lighting, potentially flooring, and converting the library in the 500 building to additional classrooms to accommodate the expected growth.

 

Navarro Elementary South is underway with design drawings coming together and meeting the City of Seguin Unified Development Code requirements. We have completed the traffic impact analysis, and stormwater drainage which will allow us to begin applying for the site permit. We are looking to begin moving dirt in the next few months.

 

The work at the current Elementary and Intermediate Parking, Drives and Playground Project reconfiguration was awarded to Casias Construction. This project is scheduled to begin as the school year ends in May, with major impact and the majority of the work to be completed by the start of the 2025-2026 school year. We are meeting with staff and contractors to ensure that plans are in place for access, parking and security.

 

We continue to work on a clear scope to Refresh the current Elementary and Intermediate campuses in preparation for their conversions in 2027.

Assessing Progress and Future Needs: Final 2024 Bond Oversight Committee Meeting

The fourth and final meeting of the 2024 Bond Oversight & Facilities Planning Committee provided a comprehensive overview of the district's current and future facility needs. AGCM presented an update on the progress of the 2024 bond projects, followed by an annual review of the Long Range Facilities Master Plan, including a discussion of demographics and the current plan, as well as identified certainties and wonderings. The committee also addressed current and future challenges facing the junior high facilities and engaged in a Q&A session with the principals. Furthermore, the meeting included a discussion regarding a potential Bond 2026 timeline, relevant laws and legislation, and bond capacity. The committee will reconvene in August. Bond 2024 Projects Making Headway

The Chiller Replacement project is moving forward with a pre-bid meeting and site walk held on March 19, attended by 10 contractors with bids due on April 2. AGCM is coordinating proposals for a thermal roof scan in areas with structural changes.

A finalized contract with Casias Construction for Drives, Parking & Playgrounds, and scheduling a kickoff meeting to discuss construction logistics is underway.

For the New Athletics Facilities, AGCM has submitted Guaranteed Maximum Price 3 documents for design review and material testing pricing confirmation. Additionally, room-by-room lists for Furniture, Fixtures, and Equipment needs are being compiled. The Board of Trustees voted to approve utilizing New High School project savings for site and drainage design enhancements.

The Navarro Elementary South project expects design documents in early May. AGCM is tracking the Traffic Impact Analysis with Pape Dawson, and the City of Seguin is reviewing public infrastructure documents and programming review meetings are being scheduled.

Finally, the Junior High Refresh project will reconvene at the end of March, with Elementary and Intermediate refreshes refocusing in the coming weeks.

Playgrounds, Parking & Drives: The Board of Trustees approved the ranking of contractors for services for the Playground, Parking & Drives project allowing for scheduling of summer work.

Athletic Facilities: The Board of Trustees received and approved a presentation from Bartlett Cocke and LPA Architects explaining Guaranteed Maximum Price (GMP) 2 to procedure mass site grading, elevator and electrical gear. Chiller Replacement: Pre-construction documents are 90% complete for the chiller replacement at the current high school campus. Design team meetings are scheduled to continue reviewing progress.

Elementary Refresh: Refresh projects at the existing elementary will continue after the new elementary design is finalized, ensuring both campuses receive equitable and aligned improvements.

Junior High Refresh: The Junior High refresh project has a well defined scope, and the architect is refining quantities and measurements to finalize estimates.

 

The Athletics Complex design continues, with the Board of Trustees approval at the January Regular Meeting of Guaranteed Maximum Price Package #1 allowing for procurement of seating and press boxes. Navarro South Elementary design and development are underway, with coordination with the City for utilities. The high school chiller replacement design is progressing. The Drives, Parking, and Playgrounds project is out to bid, with bids due February 6th. The Junior High remodel and refresh project is in scope development, with focus on core spaces. Finally, the existing Elementary and Intermediate refresh continues scope development, exploring ways to align with the new elementary school design.

Meeting 3 – 2024 Bond Oversight and Facilities Planning Committee

On December 11, the committee met with key agenda items including a presentation of the Long-Range Facilities Master Plan, draft timeline for Bond 2021 and 2024 projects, and the most recent demographic report. Architectural firms LPA and Corgan presented the preliminary schematic site map of the new elementary school project, parking, drives and playground project, respectively.

Parking, Drives and Playgrounds

Corgan Architects presented a schematic design for the drives, parking, and playground improvements.

The goals for the project includes

  1. Reconfigure driveways at Navarro Elementary and Navarro Intermediate to move vehicle queuing off of Link Rd.
  2. Connect parking lots between Navarro Annex, Elementary and Intermediate schools for improved flow and increase in available parking.
  3. Replace playground equipment at Navarro Elementary and Intermediate schools with age-appropriate systems for future use.
  4. Develop new playground standards for future elementary school campuses.

The designs were created through a needs assessment, work with an engineering team to evaluate possible queuing and playground configurations, and feedback received from campus/district administration, staff and teachers on the New Elementary Design Committee, and from the 2024 Bond Oversight and Facilities Planning Committee.

Corgan is proposing to remove the current perpendicular covered walkways and reconfigure them to run parallel to the campus. This will improve pedestrian safety, traffic flow, and add significantly more parking spaces.

The new design layout will be the exact same square footage of the covered walkways that currently exists.

Parking and Traffic Flow

By removing the perpendicular covered walkways, ultimately, all traffic coming off of Link Road will be able to freely que from the Annex to the Intermediate and back reducing the congestion on Link Road. The design also allows flexibility to be able to drop-off/pick-up at both campuses if needed without having to re-enter/exit onto Link Rd.

The design will increase parking:

Intermediate: 225 to 250 spaces

Elementary: 83 to 170 spaces

Playgrounds

Playground design highlights include:

  • Intermediate campus playground will double in square footage
  • Elementary campus will feature equipment that is age-appropriate for the future Early Childhood Center, have enough play space for all students at one time, and reuse the existing shade canopies.
  • Both playgrounds will have structured fencing, bonded rubber and turf surfaces that are maintenance friendly and accessible to all students.

New High School Athletic Facilities 

With the input of the Athletic Advisory and Facilities Planning Committee regarding the fan experience, student needs, site
planning, city requirements, and budget, the district team and LPA and Bartlett Cocke continued to review
design options and details.  Designs are scheduled to be presented to the Board of Trustees in December.

Drives, Parking and Playgrounds
The parking and playground projects were finalized with Corgan Architects.  The renovations which will start Summer 2025 will allow for traffic to come off of Link Road and provide ADA accessible play spaces for PreK-5.  We are coordinating with LPA Architects to
replicate the playscapes and free play fields for parody at the 2-5 elementary campuses. Designs are scheduled to be
presented to the Board of Trustees in December.

New Elementary Campus

The Elementary Design Committee reviewed preliminary design based on the feedback from teachers, administrators, and staff.  The committee gave feedback on exterior access, cuing, playscapes, parking, interior colors, and classroom layout.

On October 15, LPA presented long range planning and feedback to the elementary staff for further input thru schematic and design elements.

Board of Trustees Selects Architects

At the September meeting, the Board of Trustees approved the architecture firms that will be leading the design and planning for the district’s 2024 bond campus refresh projects.

These projects, made possible by NISD voters, aim to modernize and improve school facilities throughout the district.

  •  New Early Childhood Center /Former Elementary School Refresh Project -  LPA Design Studio
  • Intermediate/Rebranded Elementary School Refresh Project - LPA Design Studio
  •  Junior High School Refresh Project - O'Connell Robertson 
  • Geotechnical engineering, construction material testing, and surveying services - Terracon

These firms have been selected based on their experience, expertise, and commitment to providing innovative and functional designs that align with the district's vision. They will work closely with district administrators, teachers, and community members to ensure that the projects meet the needs of our students and staff.

We are excited to see these projects come to fruition and look forward to the positive impact they will have on our community.

 

Meeting 2 – 2024 Bond Oversight & Facilities Planning Committee 

On September 11, the committee met to review feedback and updates of the first meeting for visioning and programming of the elementary project, and then discussed visioning of the new athletic facilities. Members participated in discussion and group activity facilitiated by LPA Architects for consideration of site topography and restrictions, parking and restroom capacity, and design elements for fields, pressboxes, entrances, etc.

Intermediate Student and Family Feedback 

At Open House on September 25, students and families had an opportunity to meet the architects and project managers and provide feedback on design elements of the new elmentary school and athletic facilities.

On August 21, the 2024 Bond Oversight and Facilities Planning Committee held the first of four meetings with the purpose to provide vision and recommendations to the Board of Trustees for the development of projects approved in the 2024 Bond.

Approximately 30 members attended the first meeting hosted by LPA Design Studios to discuss Programming and Visioning of the New Elementary School with an anticipated opening of Aug. 2027. Superintendent Epley kicked off the session with a timeline recap of the 2024 Bond and Long Range Master Plan and shared the sites purchased for future 2-5 elementary campuses.

Members participated in discussions and group activities around options for campus layout, features, and various learning and play spaces. Future meeting agendas will include discussion of the New Athletic Facilities (Prop B and C) and a developing recommendations to the Board of Trustees for consideration.

Navarro Independent School District announced a $120 million bond election scheduled to take place on May 4, 2024. The decision to call the bond election came after the Board reviewed the work of the District Long-Range Master Planning Committee, consisting of 33 community members, parents, students, faculty, and staff, dedicating their time from November 2023 to January 2024 to assess the current state of the district, demographics, areas no longer meeting current standards, financial impacts, and opportunities with current facilities. 

The bond election, unanimously approved 7-0 by the Board of Trustees, consisting of a $120 million bond is divided into three separate propositions to address current legal requirements:

Proposition A: Growth & Reinvestment - $73,700,000

  • New Elementary 2-5 Campus on New Site
  • Existing Elementary and Intermediate Refresh
  • Safety and Security Enhancements (Access Control, Video Surveillance, & Video Intercom)
  • Chiller Replacement at Existing High School
  • Drives and Parking
  • Project Contingencies
  • Jr High Remodel/Refresh/Expansion (Classroom construction, corridor/covered walkway, construction, paint, flooring, electrical)

Proposition B: New Athletic Stadium - $35,500,000

  • Football, Soccer, Track & Field Facilities (7,000 seating)
  • Concessions, Restrooms, and Field House

Proposition C: New Baseball & Softball Turf Fields, Tennis Courts, Restrooms, & Concessions - $10,800,000

We want to thank all who voted in the bond election. The District and Board of Trustees is committed to supporting the students, families, and staff of Navarro ISD with open communication, fiscal responsibility, and collaborative visioning for the future through engagement of students, families, staff, and community members. We are grateful for the passage of Bond Proposition A, B and C.  Of the 859 votes cast, the results were:

  • Proposition C:  60.37% for and 39.63% against

 

We will continue our mission to grow our students, our district and our community by building collaborative partnerships to cultivate positive relationships that grow successful students; helping them make connections that prepare them for their future. The results of this election help to shape our planning for the future and guide our operational decisions.

  • Athletics Complex

    Significant progress has been made on the new athletic facilities. The concrete for the softball dugouts has been poured, and the baseball dugouts are now being formed. Piers for the structures are also being installed, and extensive earthwork is ongoing. To ensure student safety and traffic flow, we ask that all drivers be mindful of construction vehicles and keep Link Road clear of debris.

    Parking, Drives and Playgrounds

    Our team has also been working diligently to prepare the school grounds for the new academic year. In the days following "meet the teacher," we'll be focused on completing safety and security clean-up, with any remaining work scheduled after school hours to minimize disruption.

    Chiller System

    We are preparing to schedule a kickoff meeting for the new chiller system, with work planned to begin in January.

    Navarro Elementary South

    The Navarro South project is also moving forward; 50% construction documents have been released, and we are working with the construction team on estimates and scope review. We expect to bring the 100% documents to the board for approval in the next few months.

    Junior High and Elementary Refreshes

    The Request for Proposals (RFP) for the Junior High Refresh was released after the July board meeting. We have already completed one site walk and have another scheduled for tomorrow. Bids are due on August 28th.

    For the elementary and intermediate refresh projects, we are collaborating with our architect to define a project scope that aligns with our bond budget. We will provide additional updates as this work progresses.

  • Drives, Parking & Playgrounds (Intermediate & Elementary Campuses):

    The Elementary secure entry vestibule foundation was poured with the structural steel to be erected late July. Full dry-in is expected to be completed by July 25. The Intermediate drop-off canopy footings were also completed, and steel erection will also be installed.

    The priority work right now is the front parking lots and drives, which are currently scheduled to be completed by August 8. The playground equipment is scheduled to be installed by August 28.

    The newly reconfigured driveways at Navarro Elementary and Navarro Intermediate to safely move vehicle queuing off of Link Rd and connect parking lots between Navarro Annex, Elementary and Intermediate schools for improved flow allowing flexibility to be able to drop-off/pick-up at both campuses if needed without having to re-enter/exit onto Link Rd.

    The new design will also increase parking.

    Intermediate: 225 to 250 spaces

    Elementary: 83 to 170 spaces

    Deputies and campus administrators will be supporting drivers to navigate the new traffic patterns throughout the first week of school.

    Athletics Complex

    In Athletics we have received more permits. Excavation continues in the complex footprint for the Stadium, Visitor amenity, and Tennis areas are in progress. The Baseball/Softball fields are close to grade. Drainage work began, and box culvert installation is being installed at the east side of the property.

    Junior High Refresh

    The Junior High refresh project plans were approved by the board at the July meeting. An RFP will be released late July with work scheduled to begin in January.

    Navarro South Elementary School:

    The 50% Construction Documents are scheduled to be issued on August 8 with the pre-construction report and estimate update scheduled for September 8. Finishes and color selections are being reviewed with the district as the design details progress. The public infrastructure phase of permitting is currently scheduled to be completed by the end of August, with platting expected to be completed by the end of October.

    Existing High School Chiller Replacement:

    Currently working on procurement of all materials and equipment in preparation for construction to begin upon move-out of current high school (January 2026). The long lead-time new chillers and pumps ETA is currently scheduled for the end of December 2025, so right on schedule!

  • Athletics

    Bearing the rain, progress continues on excavation, with softball excavated and build back underway. Excavation at the future baseball field is approximately half way through. Excavation at football has the top layer of existing soils about forty percent complete. City has issued comments, and we are processing them for the remaining Site Permit.

    Parking, Drives and Playgrounds

    Demolition of the existing Elementary and Intermediate drives & parking areas is complete, as well as deconstruction of canopies and playgrounds is almost complete. The contractor will continue excavating and completing the foundations for the new drop-off canopies and the new elementary secure vestibule.

    Junior High Remodel/Refresh/Expansion

    The architects presented a design development set of drawings, in which we are beginning to dive into the details of the flooring selections, graphic ideas, mechanical and electrical needs of expanding Building 500 classroom space. The refresh elements will create an inviting and modern look for our future junior high students and staff.

     

    Intermediate and Elementary Campus Refresh Work is ongoing to develop the refresh programming and finalize the project scope for the Intermediate and Elementary campuses. We're actively working to align the project's scope with the available budget. The refresh is scheduled for summer 2027, strategically timed with the opening of Navarro Elementary South.

     

    Navarro Elementary South

    We will be receiving the Design Development (DD) Preconstruction Milestone Estimate from Bartlett Cocke and LPA on June 19. The City of Seguin permitting approval process continues, with the Public Infrastructure permitting expected to be complete in July.

    Existing High School Chillers Replacement – The chillers are being procured to ensure arrival to coincide with the occupancy of the New High School and the Junior High Remodel/Refresh/Expansion project. The procurement of the HVAC Controls was approved by the board under the consent agenda.

     

  • Parking, Playgrounds and Drives

    The job trailer has been set, permits have been issued, and construction started the week of May 25. To open the area for this work, we will move the elementary playground to the rear of the school, and the canopy will be reconfigured. A new secure vestibule will be added in the elementary as well. At the Intermediate campus, we will reconfigure the canopy, to open up the vehicle cueing and make upgrades to the existing playground equipment.

    Refresh Projects - Elementary and Intermediate

    Refresh projects consist of remodel, refresh, and utilizing existing spaces. Maximizing tax dollars, we are focusing on high traffic areas to include flooring, painting, graphics, and signage. The goal is to communicate fresh energy, school pride and a welcoming environment. As we approach school year Fall 2027, in opening Navarro South, we are focused on bringing design elements to the existing Intermediate building, which will be converted to a 2nd -5th grade campus. The existing elementary will become an Early Childhood Center, encompassing the existing annex building. We are reviewing current enrollments, project enrollments to intentionally design the buildings for the future students of Navarro ISD.

    Refresh Projects - Current High School to New Junior High

    At the Junior High we are converting the current Junior High Library into additional instructional space, due to the rapid growth in our District. Staff currently does not have a restroom in this building, we will use plumbing that was covered up at one time, and provide a new restroom. The MDF room is currently accessed thru the library, we will create a door opening to install a door in the hallway. We will also revitalize corridors in building 400, and throughout the main hallways in the current high school, which will include changing some of the lighting to LED fixtures. At the May Board of Trustees meeting, the board approved the design concept of the the refresh project.

    Chiller Replacement - Current High School

    The chiller replacement project will begin on site scope review meetings with teams this week. This work is scheduled to start in January 2026 when the campus is vacant, however due to the lead times in equipment, we are looking to get the chillers ordered quickly. 

     

    Navarro Elementary South

    We recently received the design development drawings, and working together with the contractor we are conducting milestone and constructability reviews. We will ensure scope and budget are in alignment. Public infrastructure drawings are in progress with the civil engineer, working hand in hand with the City of Seguin.

  • Board Approves GMP 3 for New Athletics Facility

    The Board of Trustees were presented with and approved the third and final Guaranteed Maximum Price for the New Athletics Facility. GMP 3 included a breakdown of costs for Site and Drainage Work on the property in the amount of $3,945,349. This cost is lower from the original proposal of $4.5M.

     

    Bartlett Cocke General Contractors and LPA Architects presented renderings of new facilities. The new stadium features a turf field, a section of premium stadium seating and grandstands, a home side field house to include coaching offices, varsity locker room, and a multiple purpose space. The visitor side will also have an amenities building featuring a versatile locker room space, that can serve all visitors from all sports, and office area. Both buildings will have ticketing, restrooms and concessions. The baseball land softball complexes will have tiered bleacher seating, turf, and covered batting cages.  The tennis facility will have 8 enclosed courts.

    2024 Bond Projects Moving Steadily

    The Chiller Replacement Project will kickoff in the next few weeks. After procurement of the chillers, the work is scheduled to take place when the current high school is vacant from January 2026 thru August 2026. While the building is vacant, we will refresh the campus for occupancy to become the new Junior High School. Projects include painting, branding, changing out lighting, potentially flooring, and converting the library in the 500 building to additional classrooms to accommodate the expected growth.

     

    Navarro Elementary South is underway with design drawings coming together and meeting the City of Seguin Unified Development Code requirements. We have completed the traffic impact analysis, and stormwater drainage which will allow us to begin applying for the site permit. We are looking to begin moving dirt in the next few months.

     

    The work at the current Elementary and Intermediate Parking, Drives and Playground Project reconfiguration was awarded to Casias Construction. This project is scheduled to begin as the school year ends in May, with major impact and the majority of the work to be completed by the start of the 2025-2026 school year. We are meeting with staff and contractors to ensure that plans are in place for access, parking and security.

     

    We continue to work on a clear scope to Refresh the current Elementary and Intermediate campuses in preparation for their conversions in 2027.

  • Assessing Progress and Future Needs: Final 2024 Bond Oversight Committee Meeting

    The fourth and final meeting of the 2024 Bond Oversight & Facilities Planning Committee provided a comprehensive overview of the district's current and future facility needs. AGCM presented an update on the progress of the 2024 bond projects, followed by an annual review of the Long Range Facilities Master Plan, including a discussion of demographics and the current plan, as well as identified certainties and wonderings. The committee also addressed current and future challenges facing the junior high facilities and engaged in a Q&A session with the principals. Furthermore, the meeting included a discussion regarding a potential Bond 2026 timeline, relevant laws and legislation, and bond capacity. The committee will reconvene in August.     Bond 2024 Projects Making Headway

    The Chiller Replacement project is moving forward with a pre-bid meeting and site walk held on March 19, attended by 10 contractors with bids due on April 2. AGCM is coordinating proposals for a thermal roof scan in areas with structural changes.

    A finalized contract with Casias Construction for Drives, Parking & Playgrounds, and scheduling a kickoff meeting to discuss construction logistics is underway.

    For the New Athletics Facilities, AGCM has submitted Guaranteed Maximum Price 3 documents for design review and material testing pricing confirmation. Additionally, room-by-room lists for Furniture, Fixtures, and Equipment needs are being compiled. The Board of Trustees voted to approve utilizing New High School project savings for site and drainage design enhancements.

    The Navarro Elementary South project expects design documents in early May. AGCM is tracking the Traffic Impact Analysis with Pape Dawson, and the City of Seguin is reviewing public infrastructure documents and programming review meetings are being scheduled.

    Finally, the Junior High Refresh project will reconvene at the end of March, with Elementary and Intermediate refreshes refocusing in the coming weeks.

  • Playgrounds, Parking & Drives: The Board of Trustees approved the ranking of contractors for services for the Playground, Parking & Drives project allowing for scheduling of summer work.

    Athletic Facilities: The Board of Trustees received and approved a presentation from Bartlett Cocke and LPA Architects explaining Guaranteed Maximum Price (GMP) 2 to procedure mass site grading, elevator and electrical gear. The design layout and renderings of the new high school athletics facilities was also presented.

    Chiller Replacement: Pre-construction documents are 90% complete for the chiller replacement at the current high school campus. Design team meetings are scheduled to continue reviewing progress.

    Elementary Refresh: Refresh projects at the existing elementary will continue after the new elementary design is finalized, ensuring both campuses receive equitable and aligned improvements.

    Junior High Refresh: The Junior High refresh project has a well defined scope, and the architect is refining quantities and measurements to finalize estimates.

     

  • The Athletics Complex design continues, with the Board of Trustees approval at the January Regular Meeting of Guaranteed Maximum Price Package #1 allowing for procurement of seating and press boxes. Navarro South Elementary design and development are underway, with coordination with the City for utilities. The high school chiller replacement design is progressing. The Drives, Parking, and Playgrounds project is out to bid, with bids due February 6th. The Junior High remodel and refresh project is in scope development, with focus on core spaces. Finally, the existing Elementary and Intermediate refresh continues scope development, exploring ways to align with the new elementary school design.

  • Meeting 3 – 2024 Bond Oversight and Facilities Planning Committee

    On December 11, the committee met with key agenda items including a presentation of the Long-Range Facilities Master Plan, draft timeline for Bond 2021 and 2024 projects, and the most recent demographic report. Architectural firms LPA and Corgan presented the preliminary schematic site map of the new elementary school project, parking, drives and playground project, respectively.

    The goals for the project includes

    1. Reconfigure driveways at Navarro Elementary and Navarro Intermediate to move vehicle queuing off of Link Rd.
    2. Connect parking lots between Navarro Annex, Elementary and Intermediate schools for improved flow and increase in available parking.
    3. Replace playground equipment at Navarro Elementary and Intermediate schools with age-appropriate systems for future use.
    4. Develop new playground standards for future elementary school campuses.

    The designs were created through a needs assessment, work with an engineering team to evaluate possible queuing and playground configurations, and feedback received from campus/district administration, staff and teachers on the New Elementary Design Committee, and from the 2024 Bond Oversight and Facilities Planning Committee.

    Corgan is proposing to remove the current perpendicular covered walkways and reconfigure them to run parallel to the campus. This will improve pedestrian safety, traffic flow, and add significantly more parking spaces.

    The new design layout will be the exact same square footage of the covered walkways that currently exists.

    By removing the perpendicular covered walkways, ultimately, all traffic coming off of Link Road will be able to freely que from the Annex to the Intermediate and back reducing the congestion on Link Road. The design also allows flexibility to be able to drop-off/pick-up at both campuses if needed without having to re-enter/exit onto Link Rd.

    The design will increase parking:

    Intermediate: 225 to 250 spaces

    Elementary: 83 to 170 spaces

    Playgrounds

    Playground design highlights include:

    • Intermediate campus playground will double in square footage
    • Elementary campus will feature equipment that is age-appropriate for the future Early Childhood Center, have enough play space for all students at one time, and reuse the existing shade canopies.
    • Both playgrounds will have structured fencing, bonded rubber and turf surfaces that are maintenance friendly and accessible to all students.
  • New High School Athletic Facilities 

    With the input of the Athletic Advisory and Facilities Planning Committee regarding the fan experience, student needs, site
    planning, city requirements, and budget, the district team and LPA and Bartlett Cocke continued to review
    design options and details.  Designs are scheduled to be presented to the Board of Trustees in December.

    Drives, Parking and Playgrounds
    The parking and playground projects were finalized with Corgan Architects.  The renovations which will start Summer 2025 will allow for traffic to come off of Link Road and provide ADA accessible play spaces for PreK-5.  We are coordinating with LPA Architects to
    replicate the playscapes and free play fields for parody at the 2-5 elementary campuses. Designs are scheduled to be
    presented to the Board of Trustees in December.

    New Elementary Campus

    The Elementary Design Committee reviewed preliminary design based on the feedback from teachers, administrators, and staff.  The committee gave feedback on exterior access, cuing, playscapes, parking, interior colors, and classroom layout.

  • On October 15, LPA presented long range planning and feedback to the elementary staff for further input thru schematic and design elements.

  • Board of Trustees Selects Architects

    At the September meeting, the Board of Trustees approved the architecture firms that will be leading the design and planning for the district’s 2024 bond campus refresh projects.

    These projects, made possible by NISD voters, aim to modernize and improve school facilities throughout the district.

    •  New Early Childhood Center /Former Elementary School Refresh Project -  LPA Design Studio
    • Intermediate/Rebranded Elementary School Refresh Project - LPA Design Studio
    •  Junior High School Refresh Project - O'Connell Robertson 
    • Geotechnical engineering, construction material testing, and surveying services - Terracon

    These firms have been selected based on their experience, expertise, and commitment to providing innovative and functional designs that align with the district's vision. They will work closely with district administrators, teachers, and community members to ensure that the projects meet the needs of our students and staff.

    We are excited to see these projects come to fruition and look forward to the positive impact they will have on our community.

     

    Meeting 2 – 2024 Bond Oversight & Facilities Planning Committee 

    On September 11, the committee met to review feedback and updates of the first meeting for visioning and programming of the elementary project, and then discussed visioning of the new athletic facilities. Members participated in discussion and group activity facilitiated by LPA Architects for consideration of site topography and restrictions, parking and restroom capacity, and design elements for fields, pressboxes, entrances, etc.

    Intermediate Student and Family Feedback 

    At Open House on September 25, students and families had an opportunity to meet the architects and project managers and provide feedback on design elements of the new elmentary school and athletic facilities.

  • On August 21, the 2024 Bond Oversight and Facilities Planning Committee held the first of four meetings with the purpose to provide vision and recommendations to the Board of Trustees for the development of projects approved in the 2024 Bond.

    Approximately 30 members attended the first meeting hosted by LPA Design Studios to discuss Programming and Visioning of the New Elementary School with an anticipated opening of Aug. 2027. Superintendent Epley kicked off the session with a timeline recap of the 2024 Bond and Long Range Master Plan and shared the sites purchased for future 2-5 elementary campuses.

    Members participated in discussions and group activities around options for campus layout, features, and various learning and play spaces. Future meeting agendas will include discussion of the New Athletic Facilities (Prop B and C) and a developing recommendations to the Board of Trustees for consideration.

    Navarro Independent School District announced a $120 million bond election scheduled to take place on May 4, 2024. The decision to call the bond election came after the Board reviewed the work of the District Long-Range Master Planning Committee, consisting of 33 community members, parents, students, faculty, and staff, dedicating their time from November 2023 to January 2024 to assess the current state of the district, demographics, areas no longer meeting current standards, financial impacts, and opportunities with current facilities. 

    The bond election, unanimously approved 7-0 by the Board of Trustees, consisting of a $120 million bond is divided into three separate propositions to address current legal requirements:

    Proposition A: Growth & Reinvestment - $73,700,000

    • New Elementary 2-5 Campus on New Site
    • Existing Elementary and Intermediate Refresh
    • Safety and Security Enhancements (Access Control, Video Surveillance, & Video Intercom)
    • Chiller Replacement at Existing High School
    • Drives and Parking
    • Project Contingencies
    • Jr High Remodel/Refresh/Expansion (Classroom construction, corridor/covered walkway, construction, paint, flooring, electrical)

    Proposition B: New Athletic Stadium - $35,500,000

    • Football, Soccer, Track & Field Facilities (7,000 seating)
    • Concessions, Restrooms, and Field House

    Proposition C: New Baseball & Softball Turf Fields, Tennis Courts, Restrooms, & Concessions - $10,800,000

    We want to thank all who voted in the bond election. The District and Board of Trustees is committed to supporting the students, families, and staff of Navarro ISD with open communication, fiscal responsibility, and collaborative visioning for the future through engagement of students, families, staff, and community members. We are grateful for the passage of Bond Proposition A, B and C.  Of the 859 votes cast, the results were:

    • Proposition A:  69.62% for and 30.38% against
    • Proposition B:  59.67% for and 40.33% against
    • Proposition C:  60.37% for and 39.63% against

     

    We will continue our mission to grow our students, our district and our community by building collaborative partnerships to cultivate positive relationships that grow successful students; helping them make connections that prepare them for their future. The results of this election help to shape our planning for the future and guide our operational decisions.
