Navarro ISD Academic Services Presents Accountability Update and Campus Strategic Plans

At the August Board of Trustees meeting, the Academic Services department and campus principals presented a comprehensive plan, outlining the strategic actions and targets aiming to improve district accountability ratings from a B to an A. The plan focuses on a multi-faceted approach, incorporating data-driven instruction, professional development, and targeted support for students at all levels.
To achieve our goal of an A rating, the district will implement the following key strategies across all campuses:
- Data-Driven Instruction: We will conduct ongoing, detailed data reviews with principals and instructional teams to identify and address learning gaps. This includes aligning campus improvement plans with accountability outcomes, monitoring accelerated instruction, and using teacher observation tools like T-TESS to drive improvement.
- Targeted Professional Development: We will provide professional development based on performance trends, focusing on engaging, student-centered instruction. This will include training on critical thinking, questioning, and discussion protocols, such as Socratic seminars and Think-Pair-Share.
- Family and Community Engagement: We will hold data nights, student-led conferences, and other family academic events to keep parents informed and involved. Students will also use data notebooks and goal-setting tools to take ownership of their learning.
- ESL Program Success: Our ESL program has seen significant success, with 30 students meeting reclassification criteria. This is the highest number on record and a testament to the effectiveness of our current supports.
Campus-Specific Initiatives and Targets
Navarro High School
Navarro High School is focused on improving master-level performance on the STAAR exam. While the school finished ahead of state averages in five categories for meets scores, it lagged behind in masters scores.
- Focus: The high school will emphasize aligning instruction with the correct rigor, focusing on student talk, questioning levels, and writing.
- Targets:
- Increase master-level percentages by 5% on the 2026 STAAR results.
- Reach a 60% "meets" score in all five categories.
College, Career, and Military Readiness (CCMR)
The district is committed to boosting CCMR outcomes for all students.
- Focus: We have added a College Prep class for seniors who did not pass the TSI and have developed a robust plan to emphasize college and career readiness through "Class Nights," Future Preparation Days, Future Fairs, and FAFSA Nights. We have also structured tutorial periods with resources like Edgenuity and Khan Academy, and will implement SAT/ACT and PSAT testing to monitor progress.
- Targets:
- Achieve a 5% increase in ACT and SAT performance.
- Reach a minimum CCMR rate of 80% CCMR by the end of the 2025-2026 school year
Navarro Junior High
Navarro Junior High is concentrating on improving instructional rigor and support for all students.
- Focus: The junior high will provide focused training on questioning, student discourse, and rigorous instruction. They have also made strategic teacher movements, including hiring new staff with TIA endorsements, and will enhance PLC (Professional Learning Community) meetings to support teacher growth through rehearsals and aligned pacing.
- Closing the Gaps: The campus has added intervention classes, purchased Edgenuity for Panther Time, created an ESOL class, and hired an ESL paraprofessional to support Emergent Bilingual students.
Navarro Intermediate
Navarro Intermediate is prioritizing intentional planning and data-driven instruction to improve student outcomes.
- Focus: The campus will conduct deep data dives during PLCs, use individual teacher data folders, and identify students who can be pushed to the next level. They will implement more problem-based learning and student-led discussions, while also improving constructive response writing, high-level questioning, and academic vocabulary retention.
- Actions: They will use prescriptive concepts/TEKS during WIN (What I Need) time, implement more small group instruction, and add a dedicated math intervention period.
Navarro Elementary
Navarro Elementary's plan centers on strengthening foundational reading and math skills through the NWEA MAP testing platform.
- Reading: The campus will use the Bluebonnet RLA program to ensure lessons are aligned to state standards and train teachers on best practices for explicit small group instruction. They will also track classroom data and review this data during weekly Professional Learning Community meetings to reinforce accountability.
Math: Teachers will attend targeted professional development training with regional content experts to deepen their understanding of the TEKS. Interventionist teachers will partner with classroom teachers, especially in second grade, to improve application skills and help students develop strategies to effectively analyze and break down word problems.
